Possibly the exhaust has a restricter plate welded into the header pipe, swop complete exhaust or a generic c90 type and maybe the air box has those rubber bungs stuck in the air holes?
The best way to get Peak performance on small 50cc bikes is to lose some weight

make sure the wheels are running freely, timing and valve clearances are correct and finally the cylinder compression is good, then you may hit 40 mph on a straight run, that's what I got out of my C50 but that was a 12v model.
