Townmate Idling Issue

Hello Ladies and Gents,
I have a wee problem with my Townmate that I'd love to put before your years of combined experience. I tried the Townmate forum first, but it didn't yield much joy, even from treads dedicated to this exact bother.
I have a B-reg Townmate T80. She runs lovely. Except when cold.
Whenever she is started up with a cold engine, she refuses to idle. If I release the throttle she cuts out. The choke doesn't help at all. What does help is winding the throttle stop screw in by a bunch of turns. Then she'll start to tick over happily, and even return to a tick-over after I rev the motor.
Until she warms up.
Once warm, the motor will suddenly start to rev like a mad bugger, until I wind that screw back out again. Then she ticks over sweetly.
Personally, I am quite content to leave the throttle stop alone and ride it with the cutting out problem. It only lasts for the first few minutes of a journey, and I can blip my throttle to keep it going when slowing down or stopped.
However, my girlfriend also intends to use the bike, and she is not used operating any sort of machine, let alone a troublesome old ones that likes to suddenly strand her in the middle of box junctions.
So I need to get it fixed.
My carb and jets are clean as a whistle. The mixture screw is set at the prescribed 1 5/8 turns out. She has a new plug.
