There are two adjustment screws on a Cub carb. One is for the mixture the other is idle speed. The mixture screw is the one on the side, it is accessible through the leg fairing on the right hand side of the bike. The mixture screw is sort of set in the carb body. Screw it in gently until it hits the bottom. Then screw it out one and a quarter turns. This will be the mixture now set.
The idle screw is on the same side but sticks out of the side of the carb with a spring around it. screwing it in will increase the idle speed, out will reduce it.
One more thing have you ever adjusted the tappets? If not can I suggest that you do. Tight tappets can cause very poor starting and idling, as effectively you are losing compression.
