That shows what nonsense statistics can be if issued without any understanding.
There is such a wide range of driving skills on the road, that applying a chance-of-passing percentage to everyone who has been driving ten years is impossible.
If it said 90% would fail, it would make perfect sense.
Saying everyone would have the same 90% chance of failure is obviously untrue. Whoever issued this figure doesn't understand the variables concerned.
