That's sounds so true, but there's nowt to beat actual experience on the road.
After all it's difficult to fault someone who drives 30k a year and doesn't have an accident for 5 years which used to be the going rate for sales reps in company cars.
I stick to the simple rule of treating anyone wearing a hat whilst driving as a complete idiot and keep as far away from them as possible.
For example:
Baseball cap - yoof Wally with no idea and likely to kill you.
Trilby - never took a test but bought his licence for ten bob at the post office in 1932, he will kill you and have no idea what happened.
Sunday church hat, usually pink with some sort of mesh trimming. Will drive along at 15mph then jut as you go to overtake will decide to turn right because there are some nice flowers in someone's front garden.
Hoodie-drug dealer, on the phone and will knock you off then vanish.
Etc etc.
