Well, certainly in East Sussex (but it may vary by Local Authority), speed cameras can ONLY be installed where there has been an 'accident score' of 65 points in the past 3 years. I think it is that a fatal counts 15, serious injury 10 and minor injury 5 points. They are not there to raise money; they are there to reduce speeds and save lives, and they do. If we all drove within the limit, a significant number of the 1800+ people a year killed on our roads would still be alive. I don't care what the motoring lobby and the 'speed kids' say; excessive speed is a contributory factor in a very high proportion of fatal accidents. It takes about 21 feet further to stop from 35mph than it does from 30mph.
I was so impressed with the course I attended that I would like to see a similar refresher course applied to everyone who has been driving for 10 years or more. It was not just about speed awareness; it was a four-hour concentrated lesson in safe driving. I learnt a lot and discovered many bad habits that I have picked up in the last 62 years on the road.
I suppose I'm about to stir up a hornets' nest now!
