I've had a similar problem with my rack this weekend. The bolts that hold the bracket in place just above the number plate had sheared and this bracket therefore was not taking the weight of the rack and topbox.

Had to strip the whole thing down to the internal metal tail piece and as Newt says 'its not a nice job to put right'.

You can see the holes at the bottom of this tail piece after it had been removed and the welded-on nuts had been removed and holes re-drilled. Didn't do it all myself, I know a man.
