those tubes are sleeves witch go over the outside of the long bolts to space the rack out the right distance fron the bike, nothing will tighten up with out them, because you are not useing the indicator brackets you will have to substitute their thickness with extra washers, they do need to be very tight to stop rack movement. if they wont tighten up put more washers on untill they do, a few pics of my mounting, although my rack has been altered a lot, all mountings are in the same place, you can see the spacers with the cable tie around them, seems to me that you have got it right, just lacking a few washers. well done , nice one,
