Griz's reply is hopefully the answer, however on Jono's bike the rear rack lifted up and down, and it was due to the internal tail part being disconnected from the frame due to corrosion. There was a 75mm gap between them. The internal metal tail piece was only held in place by the rear light mounting through the plastic rear fender.
Not a nice job to put it right.
