Hi Bob,
I would hate to use emery for fear of wearing the tubes away, aluminium is grippy in it's uncoated form so you could try strips of coke can to pad out the tube.
If it was me (and the original paint didn't need saving), I'd soft solder them in place - anything hotter and you risk melting the original brazing. Even just 'tinning' the tubes might be enough to provide a soft enough surface for the bands to grip.
