Start with a good insulating mat under your sleeping bag. Sleeping bags don't insulate well on the ground side because the stuffing gets squished thin.
You want thick foam, a thermarest-style mat, or both. The thicker the better but beware of the pack size. Uninsulared airbeds are freezing and useless.
Also worth noting that army issue kit isn't the best kit available, it's just the best kit you can get from the QM. If you're paying more than £50 for a surplus arctic bag you should probably be looking at a snugpak instead.
