Most chains eventually develop a tight spot, but a new chain on new sprockets shouldn't. A new chain on worn sprockets is really bad news - the chain will last no time at all.
With the bike on its stand, turn the wheel until you find the chain's tightest spot. Adjust it at this point for recommended slack. If that makes the chain much too slack elsewhere it all needs replacing. But what I would do first is remove the chaincase altogether and see if the noise is still there. At least it gives you a starting-point for further investigation.
