I had exactly this problem, not on a Cub but a clone-Cub engined quad bike. It turned out that the float needle was sticking ALMOST shut, allowing just a trickle of fuel to pass. There was slight corrosion on the sides of the needle which I am convinced was due to ethanol in the fuel. I have since read many items about this ethanol problem and the corrosion issues. Things will get worse in a year's time when the permissible level of ethanol may rise to 10% (5% at present). Anyway, it would be worth your checking that the float needle can freely open when the fuel level falls. Good luck.
