It's because these people are on the minimum wage and tipping is part of the pay structure to get them a living wage. Depending on where you work depends on how much you get tipped.
When I was in Las Vegas I was sitting in a bar in the hotel and there was this young woman waitress with a beautiful figure and extremely large (shall we say, mammary glands). She was flaunting them around and was a very popular waitress. At first I was thinking "what a slut, pandering to all those drooling men) but when I really thought about it I realised she was just using her ample attributes to her best advantage and I began to admire her for it. I'd say that in that bar alone she was the best tipped waitress of all of them and would be taking home quite a few hundred $'s at the end of each night. All she had to do was serve them their beer and allow them to stare. Fair play to her. >
