Do a quick google search on "revs not dropping". I've had this a couple of times and the problems was nothing to do with the cable. If it turns out to be not the cable then I think it running lean at tickover. Clean the carb out and set the airscrew as per the manual. (I think hits 1, 3/4 turns out from fully closed. The airscrew on the side of the carb let's more air in the further out it is so you could try turning it in 1/8 of a turn at a time and see what happens. Regards.
