If it a :-

6v the throttle twist grip is a strange arrangement and need cleaning and lubricating often strip the right hand switch of and disassemble clean and Light Luberate the sliding bit!

12v I would just spry WD40 or similar up into the small hole on the outer edge of the right hand switch gear and work the throttle!

In either case if this doesn't work then take the leg shields off remove the throttle slide and check the cable moves freely

If the cable is good you probable have an air leak from the carb or manifold joints
