I had this descution with DVLA for a customer and not to put too fine a point on it they will not change a Motorcycle to moped whatever you do short of engineers reports dyno runs and SV type approval

A few years ago a lot of 50cc scooters were imported from China and got registered as Motorcycles as they did not have certificates saying they were restricted they despite being as slow as hell could not be re registered

Sorry but if you want a moped you HAVE to buy one that is registered as A moped

Unless you 16 just do CBT and if you like riding go on a do a test
