I agree with Boo that the front brake switch is probably the culprit, but if the rear brake pedal is right down, it is more than likely that the rear switch is being held on. Initially, try disengaging the little spring that connects it to the pedal. What worries me more is that the rear wheel turns with the brake pedal permanently fully down; something is seriously amiss there, it sounds as though the pedal may have seized on the shaft.
Do we assume that the charger problem has been sorted? What was the answer; we're dying to know?
