Have a look at this website. It’s surprising how heavy the fuel consumption is on scooters in comparison to the stepthrough.
I suppose it is due to the windage loss caused by the fan & frictional losses due to gearing belt drive. Also the water pump if one is fitted.
ie.

• Honda SH 125 cc - 30 km/l - 71 mpg
• Honda SH 150 cc - 27 km/l - 64 mpg
• Honda SH 300 cc - 23 km/l - 54 mpg
• Vespa 200 cc - 21 km/l - 49 mpg
