Sounds like the same kind of down draft type of carb - pic attached. Choke on one side (open + closed) and then a gas line selector (off, reserve, open) on the other side.

It will only start with the carb on (closed).. once it's started and warmed up I can open the carb and stays idling.

Good to know about the throttle lever. Will definitely take that apart again and clean out anything that could have got in there because MAAYYYBE it's not moving as freely as it should (it feels like it is.. but I'm not too experienced with how it's supposed to feel).
