Dan, If its like the C100 I had, the choke is a down draft type with a slide choke lever on one side and a ON and OFF slider on the other? I found these carbs need very little choke, if at all, make sure there are no air leaks around the manifold area.

Also the consensus of opinion is that inline filters do more harm than good.

The throttle levers are the slider sort and they do not snap back but make sure the throttle returns freely, it may be an idea to clean all the gunk out of the cable sleeve and slider mechanism and put some very light oil on moving parts.
