That's what I got from my '87 C90 when I first got it but I now get 50mph on the flat. I didn't do anything special, just new spark plug, air filter and oil, strip and clean carb then ran it for for 4 months. It's only done 20k miles so I guess had probably not been used much for a few years before I got it. So I would recommend normal maintenance and run it for a few months before thinking there is anything wrong.
