I measured the volume of a CNC radiator and 2 x 39 cm pipes at 23ml. Not a lot.
The fact the radiator is getting hot is a good sign and it will be dissipating some heat by radiation even if there is not a great air flow.
I like the leg shield rack 
Did you make the single seat yourself or buy it? If bought can you tell me where from and do you find it as comfy as the double seat on long runs. Also if you happen to have a photo of the top box fitting from when you were building it that would be good to see
