Highways act

I'm looking for the distinct legislation governing motorcycles on pavements. I was led to believe that as long as it wasn't being ridden it was OK to cross the pavement wheeling it. Now my local council have noticed Ruby in my front yard, (thanks to the new giant wheelie bins they've just installed) and I think that they are going to tell me to put him out on the road, (so that they can say there's enough room for four big wheelie bins, divided between two small households). Their reasoning is that I'm not allowed to cross the pavement with the bike.
Does anybody know where, what section, I can find the exact phrase I'm looking for within the Highways Act 1980? That's all that was quoted to me, I'd like to re-quote with the part that says I am allowed to cross the pavement.
