Innova - Tight spot on chain

When turning the back wheel the chain goes very tight (just after split link has passed rear sprocket), I'm a little surprised as I keep it oily and its only 18 months old.

Giving it a fondle I cannot find any seized links, is there anything i can do to fix this? or is it new chain time? (again)
