SOunds like he knew full well what he was selling.

Unfortunately in some circumstances it simply isn't possible to get the paperwork in order before working on the bike.
Catch 22. You need an MOT to get the paperwork in some circumstances.
It does make the process risky.
These things are best weighed up and evaluated at purchase, and considered in the price.
