Sounds like a fuel problem
Carb cleaned out , Both jets ?
Mixture set 1 & 1/4 turns out from closed ?
Filter cleaned out at the bottom of the fuel tap ?
Refit CAREFULLY as only a very fine thread that WILL strip if over tightened !New plug ?
Tappets set right ?
Fuel line clear from carb back to tank ?
Breather hole in fuel cap clear ?
Was it ok before the refurb ?
