Yes, deffo best tyres to the rear. Oversteer, often induced from the rear is much more difficult to rectify than the opposing understeer.......and and and and..... hence best to rear.
Re, balancing the rears, there are massive forces at play with out of balance wheels/tyres and whilst these are more noticeable on the front because they are transmitted to the driver via the steering linkage to the steering wheel, those same forces are wreaking havoc at the rear..... Think of what its doing to your wheel bearings and bushing
