IMO it would certainly be inadvisable to use cruise control in Icy conditions and for the same reasons arguably in severe wet road conditions or when significant standing water could be encountered as cruise control will always maitain constant road speed as detected by wheel speed and in an aquaplane situation the two may not correlate. However, data that I have analysed personally from interrogating vehicle onboard diagnostics (ECU) from such situations always shows a touch on the brake/clutch pedal at a very early stage occurred thereby disengaging cruise instantly anyway.
