Bike revving high

Hi just fitted a new head on my honda cub same size as the previous head. When i start it, it revs really high, i currently have no mixture screw, no matter how far in or out the idle screw is nothing changes. With the choke 3/4 on the bike will idle lower. I need to find out why the bike revs so high, thanks for any help and suggestions
