I was thinking about fitting a front rack in the future and thought a bicycle rear rack would do the job. This £20 one from Halfords looked like it could easily be modded to fit the front mudguard and be very well secured as there are many places which could be mounting points. As it has sides, I guess for touring light narrow stuff could go there. Waterproof pouch for map, water bottles etc.
