Those LEDs are already set up for 12v use, with the appropriate resistor built in.

The 'load resistor' is put in parallel with the LED, to be able to use the standard thermal flasher unit which is made to work with a certain wattage load, thereby defeating the main object (more light per watt used) of using LEDS in the first place.
