It's for accuracy of the delivery, below 2 litres the error is too great to meet the required standards.


In the early 1980's, my mum had a Honda Express with the wind up clockwork starter. They lived at the top of a steep hill with a Tesco's petrol station at the bottom.

Now this moped always started first attempt and when one day it didn't Mum decided it must be out of petrol so jumped on board and rolled down the hill into the filling station. The tank was a tiny flat affair over the back wheel so in went the nozzle and no sooner had she pulled the trigger and 'clunk' it shut off and overflowed - already full.

The pump showed 27p and having left her purse at home paid the bill with a Barclaycard,
