Fancy bolts with Lifan 110

The Lifan 110 engine came with 4 fancy boklts and washers. The washers are thick and have a rubber central core and the bolts have 12mm heads, hollow bodies and a hole drilled throught the shank near the the head.
These bolts have what feels like a ptfe coating and look very expensive so I am happy that Lifan included them but... what the effing hell are they for? I did not ask before because I thought I would find out when I fitted the engine but I am not far from putting some petrol in so decided I had better ask now.
