The easiest solution would be a length of strong string tied to the latch handle, fed to the rear of the bike and secured around the rear lamp area. It would have to be long enough for the seat to be fully raised, or fed back in position each time you used it. I can't think of a practical way of extending the handle itself other than a short length of tubing with a rightangle bend Araldited onto the handle so that it extended vertically above the level of the pannier. All a bit Heath Robinson, though.
