O/T Phone tethering

I am trying to tether my lap top running windows to my Wildfire HTC android phone.
I have downloaded to my phone the app it runs then asks me to open the Tether app on my Pc I try, it downloads the app from the phone to the Pc it seems no messages come up and I have done it with firewalls disabled and enabled.
The problem No where on my Pc can I find the Tether app to open it.Reboots and searches reveal nothing.
What am I doing wrong its an age thing I suspect.
By the way this is USB tether.
