It certainly sounds as though the battery is not, in fact, being charged properly even though it appears to be. It needs testing with a hydrometer and a voltmeter or ideally by substitution with a known good battery. If you have jump leads you could even hook up a car battery to test the starting (but mind the clips don't touch anything untoward).
