prior to removing the spokes you need to establish the "Off Set" of the rim ie the center of the rim to the center of the hub. Its not always equal do to disk fitted or brake drums etc.
Once the wheel is laced i started at the set dimension setting the rim at the valve turn the wheel 180degrees and set the same, turn 90 degrees and set then turn 180 degrees and set. so setting the rim every 90 degrees in rotation thats a good starting point,
Its difficult to explain tbh but there are loads of videos on you tube. spoke are set in series of 4
