You should not really be going down the in side of them if its only a single lane of traffic. You are likely to get knocked off if that woman was turning left and you were in her blind spot. You should be on the out side. I'm not saying it's illegal, just not clever.
As a Artic driver it irritates the hell out of me.
Though i do agree with you about people thinking you should not go past then. I have had them nudge the front of the car across when going down past stationary traffic on a dual carriage way and motorway.
