How old is your Frank Thomas non-waterproof jacket? The Sale of Goods Act 1979 states that goods must be fit for purpose and they must be as described. If your jacket lets in water it is not as describe and not fit for purpose

If your jacket is not old you may have recourse to a repair, replacement or refund. Give Trading Standards a ring for some advice, they've been helpful to me in sorting out this kind of thing.
