you are only allowed to ride 50cc mopeds and it must say moped on the log book. the only c50 you can ride at 16 is the c50lac which is fully auto and will say moped on the log book. a few geared c50 semi autos got through with moped on the log book but they are like rocking horse shit, so if you look to by a c50 make sure it says moped on the log book, if it says motorcycle its a no no sorry.
