I think your caught in a legal quandry with no real definitive answer.

There are 2 ways of looking at it, your complaint with UK law, therefore this should be accepted across Europe however you are also required to comply with the laws of the country you are visiting.

If you are a member of the AA or RAC then you could possibly ask them for their legal teams advice but chances are it will be wooly and may not be definitive.

I know from various sources that French police are particularly adept at extracting large fines from non-French HGV drivers on many levels of offence from not displaying 'Convoy Exceptionell' tags even when unloaded to venturing out on a Sunday or National Holiday, having collected perishables from a French supplier.

It says anything over 10 seats including the driver must have a Tacho and that the pre-97 drivers licence UK minibus allowance has NEVER existed elsewhere but this only applies when your carrying fare paying passengers.
