This is what I'm up against:-
"The Highways Act 1980 prohibits anyone crossing a footway with a motorised vehicle. You will understand that my first observations was that she should not be taking the motor cycle across the footway and therefore sufficient space for recycling and residual wheelie bins exist at this property. I cannot give “permission” for anyone to break the law and cannot therefore comment further on the residents habits regarding the parking, off road, of her motor cycle."
