The bike not registered doesn't help, it could be a bike of many parts fitted over a period of time. Why would it have Lock nuts on unless the engine had been apart and why a non original carb?
At a guess I would say originally it had been cannibalized at a motorcycle dealers who used the bike to fix others and someone later has tried to fix it up.
