Not sure about Express Keys Kent, What I found when trying various Locksmiths is that although they claim on their websites that they can cut keys from a key number code, when I gave them the code/number they could not find a match on their database. 
The keys I wanted were for a 35yr old bike.
I did find one Locksmith who could not find a matching code but said he could cut a key if I sent him the lock, he was charging a whopping £67 just for one key!!!
