Hi Ian,
The battery is not part of the ignition system on your 70.
It will start with a dead flat battery.
I would leave it as is , that way when it starts you can check that your generator is working & that your battery is accepting a charge.
Your battery should have 3 x filler caps = 3 cells,, 2v per cell = 6 volt.
If you do decide to charge ,you need a 6v charger,& make up a patch lead from each terminal connector.
Blue out of battery = negative
Red = positive

If it has been standing for a month, its probably the fuel that's gone stale in the carb.
Trace the overflow pipe from the bottom of the fuel bowl,& place into a clean jam jar.
Turn fuel off, crack open the drain screw at the bottom of the carb but don't remove...
Then turn the fuel on for a few seconds.
Screw up the drain screw, remembering that it is a fine screw thread into aluminium.
So just "nip" it up
